You mentioned that we should release "0.3.1", but the convention is  
that a release which adds functionality should have a new minor  
version number, so the next release should be "0.4.0".  Remember that  
per convention these numbers are non-negative integers rather than  
single digits, so it would be okay to have version "0.10.0" at some  
point, with the major number 0 indicating that it isn't yet a stable  
"Version One", but that we've made ten releases each of which had new  
features over the previous.

I am, of course, amenable to changing this policy, as long as the new  
policy is similarly clear.
