[Tahoe-dev] testnet status: tahoe-0.2.0, foolscap-0.1.3

I updated the 'xext' testnet[1] to tahoe-0.2.0 and foolscap-0.1.3 last night.

Everything seems to be running normally. There are a small handful of files
in the vdrive right now. We have three storage nodes (all running on the same
machine) that are globally visible, and individual developers may have
additional nodes which might be stuck behind NAT boxes (which makes them
somewhat less useful).

This testnet will be upgraded at more or less random times in the future.
Sometimes these upgrades will cause compatibility breaks: when we announce
those, old clients will no longer work against that network, so users will
need to upgrade their clients to use it. Sometimes these upgrades will
require the vdrive to be flushed (when we change storage layouts or the way
we encode files). We'll announce these events here.

enjoy!

[1]: by 'xext', I mean the test network that has an introducer at:
     pb://xextf3eap44o3wi27mf7ehiur6wvhzr6@207.7.153.180:56677,127.0.0.1:56677/introducer
Using an abbreviation of the introducer.furl TubID is a convenient way to
     identify a specific network.
