[Tahoe-dev] cygwin buildbot is now green!

Thanks to a lot of hard work by Zandr, we now have a cygwin buildslave that
is passing all tests. Check out the shiny new 'cygwin' column on the
buildbot's waterfall display:

Now that we have automated test coverage on this platform, it will be a lot
easier to make sure it keeps working in the future.
