Well, I would like to know why "make windows-exe" failed, but as I  
just mentioned in another mail, I'm still confused about how you  
learned about the existence of "make windows-exe", or why you thought  
that "make windows-exe" was necessary or desirable to run Tahoe on  
Windows.  install.html certainly doesn't mention "make windows-exe".

I look forward to more results from your project of setting up a big  
backup grid on a large set of workstations at a school!

How many workstations are we talking about, by the way?
