[tahoe-dev] v0.8 is ready

Folks:

I updated relnotes.txt [1].  I'm off to help first graders practice  
reading and writing, and when I return I'll check for "Stop The  
Presses!" e-mails before tagging and announcing v0.8.

Two tickets that I will probably close soon, but probably not hold up  
the v0.8 release for, are #145 -- ""make test" tests the installed  
version of allmydata, not the local sandbox version of allmydata" --  
and #247 -- "automate source tarballs".
