Yes it is.  It is the "web.port" variable in the config file:

http://allmydata.org/trac/tahoe/browser/docs/configuration.txt

The only thing under discussion here is what the default should be if  
the web.port variable hasn't been configured, and the only reason  
that it matters to allmydata.com is that we typically use Tahoe  
without configuring that variable, so currently all our servers are  
listening on 8123.

So, that's the thing that is easy to explain to Tor users -- how to  
change their Tahoe server to listen on a different port than the  
default.
