 While not directly a bug, as the documentation for the webapi specifies
 that "PUT /uri" should be used to put a file and "PUT /uri?mutable=true"
 should be used to put a mutable file, it is confusing that "PUT
 /uri?mutable=false" still creates a mutable file.
