Yes, you can easily grow the space available in a Tahoe grid by adding
nodes to it.
If you remove nodes from grid, you'll probably have to repair you files
during the operation so that shares gets uploaded on other nodes before
getting unrecoverable.

It's not currently implemented but you can have a look at Brian Warner's
accounting specification at [1].

It's not currently implemented, but the introducer is only required for
new peers joining the network. Your grid still remain usable even if the
introducer is currently not available.
