My main thought when I chatted about this with Jody was that once we
fix #778 then an upload will automatically rebalance as necessary to
achieve servers of happiness, although it will not automatically
rebalance beyond that (which would cost more upload bandwidth and time
and could lead to complications if the added share uploads fail).  So,
fixing #778 is at least a partial solution to #699 and it might be a
sufficient solution.

Oh, I just realized that there is another ticket that #778 might help
with: #614.  Perhaps once #778 is done then #614 should be done based
on #778.  I'll add notes to the tickets.
