 Even before the ability to ensure that specific servers get {{{k}}}
 shares, I want to be able to specify that the local node get ''no''
 shares.  For backup purposes, you're probably going to use a local (often
 on the machine being backed up!) Tahoe node as the interface to the grid,
 and it makes little sense to store a share there, at least if the primary
 purpose of your backups is disaster recovery.
