 Per #748#comment:12 -- I upgraded and rebooted the testgrid web gateway
 server.  However, the previous version that was running already had
 foolscap v0.4.1, so there is apparently ''some'' issue which results in
 more connections than servers which is still present in that version of
 foolscap.
