Tahoe-LAFS sounds like a good match for your needs except for the
hidden stone of the FUSE interface being incomplete.  It doesn't even
attempt to implement writes, and I don't know how will it works for
reads.  It does have nice tests, so anybody who wanted to fix it would
get a nice head-start in that department by already having tests.

Everyone who uses Tahoe-LAFS so far uses either the command-line
interface (CLI) or the RESTful web API (WAPI) or the web user
interface (WUI).
