 Which object is creating a new instance of !VersionedRemoteReference when
 there already exists one for that !RemoteReference?  Maybe we should
 consider this a bug in that object.  This is very close to your
 "singletone, weak dict" approach, but this has a narrow scope of who is
 supposed to be weakly tracking which remote refs.
