[tahoe-dev] about cap

hi, everyone:

I am new beginner of tahoe's development. I am not very familiar with the
"cap" in the tahoe. e.x. which parts of codes are related with cap. How to
add a new cap in tahoe. For example, if I want to add a new encryption
method, then how should I deal with "cap",  modify cap to indicate that it
is a new encryption method... thank you!
