[tahoe-dev] Windows XP build errors 1.8

WinXP SP3, Python 2.6.6
Without MinGW - error related to Twisted:
distutils.errors.DistutilsError: Setup script exited with error: Unable to
find vcvarsall.bat

With MinGW - many Twisted and other warnings, but seems like build success.

Without MinGW from scratch with "Twisted-10.1.0.winxp32-py2.6.exe" manually
installed - failed with pycrypto-2.3
With MinGW + Twisted build completed successfully.
