 At some point, possibly in email to tahoe-dev, davidsarah convinced me
 that two modes was appropriate because people who are uploading a file are
 not yet committed to the file being up, so it is better for them to abort
 in case of unsatisfying distribution, but people who are repairing an
 existing file are already committed to the file being out there, so it is
 better for them to do your best to make some improvement even in case of
 unsatisfying distribution.
