[tahoe-dev] tree thawed for post-1.8.2 development

I haven't heard any panic-stricken messages about 1.8.2 being completely
broken, so I don't think we need to worry about an immediate 1.8.3.
Thus, I'm un-freezing the tree: new work can land once more. If
something goes wonky, I'm sure we can figure something out.

So what's on the plate for the next few months?:

 * integrating last summer's GSoC projects. In particular, I'm going to
   try to get Kevan's MDMF work landed.
 * new introducer (#466), integrated with Faruq's #68 GSoC work
 * start landing some Accounting pieces (but most of the work is 2.0)
 * improvements in mutable files (repair, reliability, performance)
 * fixes to upload-happiness

The nominal goal is to release 1.9.0 with some subset of these goals in
mid-April, giving us about two months of hacking time to work with.
