[tahoe-dev] pubgrid cautions and proposed social norms

Over time, I've noticed two things about the pubgrid: new users being
baffled about security after using the world-writable directory, and
servers with limited space (1G or so) quickly filling up and becoming
unusable due to fairly high-volume storage. So, I spiffed up the
TestGrid page:

Please let me know if you object to any of my changes; I tried to be
conservative in all but the 'pubgrid social norms' section.
If you agree with the social norms section, I'd appreciate a vote of
confidence, especially if you're running pubgrid storage nodes. This is
a perhaps futile attempt to stave off classic socialist collapse until
Brian gets accounting working well enough :-)
