I don't know. I don't know much about Windows services. From looking at:

Which makes me think that it would help if the Twisted project added
this feature.

Of course, we could probably implement it ourselves without waiting
for Twisted to do it for us, if only someone knew how to do it and
offered to write the patch for us. :-)
