By changing the source, probably, but tahoe is fundamentally a
capability system.

As long as you trust that person not to give away the caps (keys), yes.
If not, no.

Not really, but again with a regular system, what if someone downloaded
the data?  What does it really mean to revoke read access?

The servers that provided bits for an access might all be gone and you
might have rebuilt from the other shares.
