I believe what you are asking for is called "repair". When using the
WUI, you can click on the "repair" button to do this. When using the
CLI, you can use the "tahoe check" or "tahoe deepcheck" commands.

It is not currently done automatically. Please see ticket #643
(Automatically schedule repair process) about that, which includes a
link to Kevin Reid's cron script that does it automatically on this
computer: http://tahoe-lafs.org/pipermail/tahoe-dev/2009-October/003012.html
