Just a quick data point: I downloaded that .tar.bz2 and it installed
fine under OS X 10.7.4:

$ python setup.py test
Ran 1083 tests in 610.105s
PASSED (skips=9, expectedFailures=3, successes=1071)


Side note: At first I forgot to pass the "build" parameter to setup.py,
which produced the following error messages. I don't know if this is
expected:

$ python setup.py
Not found: tahoe-deps
Not found: ../tahoe-deps
conftest.c:1:10: fatal error: 'sys/epoll.h' file not found
