[tahoe-dev] organizing the notes about accounting/quotas/invitations

Folks:

I was writing a note to the Tamias ¹ researcher, Jean Lorchat, and pointing
out how Tamias seems to be at least partially exploring the same design space
as our "accounting" project and some other ideas we have sketched out. I
wanted to give them a link to the current state of play in accounting, but
there are too many documents! Someone who understands this stuff please tell
me which point of entry is authoritative and recent, and if the other stuff
should be deleted/archived or what.
