Hm, are we sure that the build will use a newer package from the
network over a less new but still new-enough package from local? I
think we fixed it to prefer the local. Yes, we did:

We have a test that runs regularly on the buildbot which would go red
if a SUMO build downloaded any files. It is named the "desert island
test":
