We can have nginx strip 'annotate=blame&' from queries.
(There are 60 links using annotate=blame found by
<https://tahoe-lafs.org/trac/tahoe-lafs/search?changeset=on&milestone=on&ticket=on&wiki=on&q=annotate%3Dblame>,
so we *could* manually remove them, but the nginx rewrite is probably less effort.)
