[tahoe-dev] can i use the local packages when building the tahoe source

hi,all
In some scene, the user's band width is very slow, but when build the
tahoe, it will fetch the remote packages at first, which will takes
minutes per machine, if we deploy tens nodes, it spends much time.my
idea is: download the request packages, and the build step only look
into the local packages, it'll save many time.
>From the source code, i try to remove some entries in setup.cfg
find_links options, but it failed.so what should i do? Any tips or hints
will be apperciated.
