Thanks for the good explanation! If I understand correctly, Mark's
#1382 branch will fix this problem, by making it so that a server that
already has a share of a file will not get another share of that same
file assigned. You could help by examining Mark's branch — perhaps you
could look at the unit tests and see if there is a unit test that
exercises this case!

selection refactoring and enhancements
We are intending to delay the release of Tahoe-LAFS v1.11 until #1382
is reviewed and merged. Unfortunately, this fixes this behavior *only*
for static (immutable) files and directories. Dynamic (mutable) files
and directories still have much less robust upload behavior. Mark is
interested in fixing that, too, but he probably needs help if he's
going to fix it in time for Tahoe-LAFS v1.11! "Help" would probably be
best delivered in the form of the above-mentioned code-review.
