How to let these ports listen only on one device?

That is the expected behavior when tub.port is set to a port number.
In your case you must set tub.port to a Twisted strport/endpoint
string like this:

tub.port = tcp:interface=127.0.0.1:7789

Now... I hope you are not discouraged from using Tahoe-LAFS!
