This means that your Python installation does not know how to load web
pages over HTTPS !

https://Tahoe-LAFS.org does not serve any resources over HTTP, since
it is insecure, therefore your Python installation cannot download the
packages from https://Tahoe-LAFS.org .

I think you should figure out why your Python installation cannot load
HTTPS URLs. And, I'm curious: how many people like you are there, who
have Python installations with such a limitation!? Is it everyone who
uses CentOS6.5? Or everyone who uses CentOS6.5 in China? Or something
else?

Did you install Python-2.7.10 from a 3rd-party RPM or did it come with
your CentOS6.5 system?
