ANN: Tahoe-LAFS 1.10.2 released

Maybe you have local changes in your tree? Please make a copy of your source
tree (to make sure we can reproduce this bug), then try 'git reset --hard' and
'make clean', and run tests again.

(The version parsing error is a bug regardless of whether you have local changes.)
