I agree that anonymous is an imprecise word.
To really talk about this, we need to name the entities and talk about
who can figure out what.
One might want:
network eavesdroppers can't determine that someone is running tahoe
network eavesdroppers can't determine which introducer and storage
nodes a nodes is talking to
storage nodes can't figure out the identity of a node (seems very
hard)
So, having the introducer and each storage node as a hidden service, and
all access over tor is probably a useful intermediate point towards the
strictest definition one could conjure up. Calling that
"network-anonymous" is probably useful.
