devchat: now on just tuesdays (not also fridays)

We're going to drop down to having devchats just one day a week for a
while. Previously, we've met on tuesdays and fridays: now we're just
going to meet on tuesdays.

Same time as before: 9am in San Francisco (PDT), 10am Boulder (MDT),
1600 UTC, 5pm London (BST), 6pm Berlin (CEST). When daylight savings
time ends (or finally gets repealed, haha), we'll shift too.

We've been using https://appear.in/tahoe-lafs with relative success,
although some folks have had to fuss with their audio devices a bit.
