zfec trac is back

I spent some time today upgrading and cleaning up our Trac instances.
The zfec trac was fixed, and now points at vu3rdd's github repo. Some
things might not be auto-updated on commits the way they're supposed to,
but we'll fix that eventually. Most importantly, you can now view and
submit tickets once more.

Remember that the account databases are shared between all
tahoe-lafs.org Trac instances, so you'll use the same username and
password on each. We were having some problems where password-reset
emails weren't being delivered properly: I *think* that should be fixed
now. Please ping me on IRC if you run into problems.

Our Trac no longer has a Darcs plugin, which causes some of the older
projects to fail to render the source code browser. "darcsver",
"dupfilefind", "pyutil", "stringchain", and "tiddly_on_tahoe" probably
fall into this category.
