 Oh, unit tests tend to use artifically small RSA keys (522 bits) for
 speed. That might create enough slack (in the encprivkey, pubkey, and
 signature) to allow a short share_hash_chain to still fit.. maybe that's
 why the unit tests were passing.

 I think the high-level {{{test_system}}} uses full-sized keys.. maybe we
 need an MDMF file-creation step in there. (in general, we should have a
 single high-level non-detailed non-exhaustive test that behaves as much as
 possible like normal human-initiated operations).
