 We need a way to build ignoring dependencies that are installed in system
 directories. Ideally, we also need to be able to force use of particular
 egg(s) or source dist(s), regardless of what is installed. Setting
 PYTHONPATH doesn't quite work for that, because it doesn't test what
 setuptools would do if a package were not installed.
