Comment:

 This appears to be a regression in zfec 1.4.19, probably [http://tahoe-
 lafs.org/trac/zfec/changeset/382/trunk/ zfec changeset 382]. It seems to
 happen with either setuptools or zetuptoolz.

 This should probably be a zfec ticket.
