 There ''might'' actually be someone who still has config files that were
 generated by Tahoe-LAFS < 1.3. Certainly I don't. I don't think Brian
 does. Anyone else?

 In any case, I'm writing this patch and I'm making it emit a warning
 message if any old-style configuration files are detected.
