 Related, if a server is only a server, and not a client (no associated
 uid/human), then it shouldn't try to open any connections (in the minimal
 style).   So perhaps in addition to configuring storage on/off, the client
 behavior should be configurable.  That makes it more clear that this
 ticket is (in part) talking about servers that don't have a need to be
 clients making connections to client-only nodes.
