 This patch implements the second part of that -- changing the heading to
 'Welcome to Tahoe-LAFS'. It also does the same thing for the introducer
 welcome page, and adds a test for the latter where there was none before.
 (Actually that test is the most valuable part of the patch IMHO :-)
