Old description:

New description:

 The default "tahoe:" alias is defined in BASEDIR/private/aliases, but
 we've continued to read the old private/root_dir.cap file for backwards
 compatibility.

 Let's deprecate this (issuing a warning for a release or two if it's
 present) and then eventually get rid of it.

 There are a bunch of other files in BASEDIR that should be deprecated
 too.. if anyone feels strongly about them, feel free to turn this ticket
 into a general "deprecate these 12 files" ticket.
