Comment:

 This looks like a similar error to #1772, so I'm investigating them both
 right now. Kevan, Brian, David-Sarah: if you are interested, please
 consider the question of whether we should simplify handling of
 !UncoordinatedWriteError as suggested in comment:15. It seems to me like
 we currently handle UCWE complicatedly and buggily, and we should maybe
 change it to simpler and less buggy before attempting to change it to more
 complicated and featureful without being buggy. Just a thought. Anyway,
 I'll report what I learn about this...
