 Here's a patch against 1.9.2 which I don't intend to commit for the actual
 1.9.2 release. Probably we could use this patch to finish understanding
 the scope of the bug, commit some variant of this patch to trunk (I like
 Brian's suggestion to replace the verinfo tuple with an object), and then
 commit some subset or minimized variant of this patch to 1.9.2.

 Also, there's one test failure that I don't understand.
