Comment:

 Since #890 (fixed in v1.8.0), Tahoe-LAFS on Windows has been consistent
 with Unix in using the {{{.tahoe}}} subdirectory of the user's home
 directory as the default if {{{-d}}} is not specified. So, this patch is
 not needed.
