Comment (by davidsarah):

 As a temporary workaround, you can add an image of a pony in, say,
 {{{$BASEDIR/public_html/pony.jpg}}}, and then it will be served at
 {{{http://$GATEWAY:$PORT/static/pony.jpg}}} (I think; needs testing). I
 realize this is a poor substitute for the real thing.
