 I believe that, due to [http://bazaar.launchpad.net/~divmod-dev/divmod.org
 /build-nevow-without-importing-2699/revision/2601#Nevow/setup.py this
 Nevow commit], the bug only happens when `import setuptools` fails (as it
 will in a clean virtualenv).
