 +1. The only reason this ticket was filed was that I was under the
 impression that not installing dependencies was standard behaviour for
 ``setup.py install``, but apparently it's a regression in zetuptoolz.

 "disallow automatic download of dependencies", please find the ticket
 about that and add a comment on that ticket.
