 Zooko (comment:23), I have added a document under
 source:docs/specifications  that you should be able to see on the github
 branch.

 Daira (comment:24), the map is shares to servers, so the algorithm is
 placing share 0 on server A, share 1 on servers A and B, etc. So all of
 the shares are being placed, but not all of the servers get a share
 because the set of servers is larger than the set of shares.
