 At the summit we also discussed the issue that repair should be a best-
 effort operation and should not exit early, even if it can tell that it
 isn't going to achieve the happiness set by `shared.happy`. However I
 think that should already be addressed by the fixed ticket #1212, which
 set the happiness threshold to 0 when invoking the repairer. On the other
 hand, there should be an explicit test of this behaviour, and I'm not sure
 there is one already.

 Adding the resulting happiness to repair and check reports is part of
 #1784.
