 Note: The use case of a system wide daemon with multiple user clients
 connecting is similar to the #1665 use case (of a public/shared web
 gateway) as well as with #1283 use case (running a system wide Windows
 service).

 We need to adopt a cross-platform consistent usability story for all of
 these use cases.  For example, a system-wide daemon should not have an
 aliases file, which should be local to users.
