 Note that the error occurs in txAWS when it tries to parse an empty
 response body for a 500 error as XML. The fix might need to be in txAWS as
 well.

 It's a bit difficult to test this, because the tests intentionally do not
 depend on txAWS (currently they only test the mock cloud backend, not the
 service container implementations).
